The strength of the CSN is built on the active participation of its affiliated unions. Their involvement is at the core of our democratic processes, and their contribution is essential for defining the CSN’s orientations and priorities.
However, attending the convention can involve costs that are difficult for some unions to cover. The CSN therefore offers financial assistance to make it possible for as many people as possible to attend this key event.
This support is available to unions that are:
• newly affiliated
• small unit
• on strike or locked out
• affected by a closure
For more information see the Policy on financial assistance for unions to attend the CSN Convention and use the Assistance to unions form.
The CSN wants to make the Convention an enriching experience for attendees. To that end, we encourage first-time delegates to register for the welcome session, which will familiarize them with the Convention’s content and procedures.
Designed to equip women to express themselves with confidence and claim their place. Your opinion and ideas are important!

Long-time union activists Claudette Carbonneau and Louis Bibaud have generously agreed to come out of retirement to help oversee the democratic process that our movement holds dear. They will make sure the election rules stipulated in article 30 of the CSN Constitution and By-laws and in Chapter X of the CSN Rules of Order are followed.
Retired, former president of the CSN
Claudette Carbonneau was elected President of the CSN on May 30, 2002. She became the first woman to lead the organization in its 81-year history.
Claudette’s activism began in her local union, the Syndicat des travailleuses et des travailleurs de l’Hôpital Notre-Dame, where she held various positions from 1975 to 1985. From 1980 to 1982, she was vice-president for the Montréal region of the CSN’s Fédération des affaires sociales, and also held other positions in the Federation. In 1985, she became General Secretary of the Conseil central du Montréal métropolitain–CSN, a position she held until 1991. From September 1991 to June 2002, she was First Vice-President of the CSN, a key role in the Confederation.
After three terms as President of the CSN, Claudette Carbonneau stepped down in May 2011.
Retired, former CSN union advisor
Louis Bibaud worked for the CSN for over 30 years. He was a union advisor and an attorney in the legal department, where he served as coordinator for four years.
For over a decade, he was a union advisor for the Fédération du commerce, the Fédération nationale des enseignantes et des enseignants du Québec and the Fédération de la métallurgie. From 1997 to 2001, he was the CSN’s public sector bargaining coordinator.
Louis Bibaud was an assistant to the Executive Committee from 2000 to 2002. He then served as coordinator of the CSN’s general bargaining coordinating committee (CCGN) and the interfederal private sector committee (CISP) until his retirement in March 2012.
